Now transitioned to Support at Home 

If you’re looking for light, entry-level support at home — such as help with meals, cleaning, or transport — you may be familiar with the Level 1 Home Care Package. As of November 2025, all Home Care Packages have transitioned to the government’s new Support at Home program. 

If you already receive Level 1 care, you’ll continue under your existing classification. New clients will be assessed and placed into one of eight Support at Home classifications based on their needs. For those needing occasional or short-term support, the Commonwealth Home Support Program (CHSP) may also be a suitable starting point.

What is a Level 1 Home Care Package?

If you or a loved one needs a little extra help at home, a Level 1 Home Care Package could be the perfect solution. It’s designed for those who are still mostly independent but could benefit from occasional assistance with everyday tasks like cleaning, gardening, meal preparation, or transport. 

Whether it’s getting a hand with housework, having someone accompany you to the shops, or just ensuring your home remains safe and comfortable, a level 1 Home Care Package helps you maintain your independence while making life a little easier. 

For people in need of comprehensive care, Level 2 Home Care Packages may be better suited. 

How to Access a Home Care Package Level 1 in Australia

Accessing a Home Care Package requires an assessment by the Aged Care Assessment Team (ACAT). Here are the steps to attain a home care package: 

Assessment

Contact My Aged Care or your local provider to arrange an assessment by ACAT. This assessment will determine the level of care you require and your eligibility for a Home Care Package. 

Approval

Once approved for a Level 1 package, you will receive a letter of approval outlining the level of care and the services you are eligible for. 

Choosing a Provider

After receiving approval, you can choose a home care provider. Once you are approved Lumia Care’s team will conduct an in-depth assessment to understand your preferences and requirements, ensuring that the care plan meets your specific needs.  

What support Can I Access in Home Care Package Level 1?

A Home Care Package Level 1 from Lumia Care offers a range of basic services aimed at supporting clients with everyday tasks. The key services include: 

Cleaning

Light household cleaning to maintain a tidy home

Personal Care

Showering, dressing, personal hygiene, toileting

Allied Health

Access to physiotherapy, podiatry, and other therapies

Gardening and Home Maintenance

Mowing, pruning, outdoor maintenance, minor home modifications and safety checks

Social Activities

Community outings, companionship, and group activities

Shopping

Assistance with grocery shopping and errands

Meal Preparation

Supporting you to prepare meals​

Home Nursing

Basic wellness checks and medication reminders

Transport

Assistance getting to medical appointments and social activities

 

How Many Hours of Care Will I Receive? 

A Level 1 Home Care Package typically provides around 2 hours of support per week, depending on the provider and services chosen. 

How Much Funding is Available? 

The government provides approximately $10,588 per year in funding for a Level 1 Home Care Package, giving you access to essential services that make daily life a little easier while helping you remain independent at home. 

Government funding amounts are reviewed every year on 1 July, so your package allocation may change over time. 

Understanding Home Care Package Costs

Sorting through Home Care Package costs can feel overwhelming, but we're here to make it simple! 

It is important to note that, while the government provides most of the funding, you may need to contribute a small amount (called an ‘Income Tested Fee’) based on your income.  

If your income is above a certain threshold, you may be required to pay an income-tested care fee. 

Different providers charge different fees, meaning the amount of care you receive can vary significantly.
